Federal homebuying program falls short in Brevard
Moldy insulation hangs through a hole in the living room ceiling at 1705 Barker St. NE in Palm Bay, the result of an unrepaired roof leak. The home’s carpet is gone, exposing a bare concrete floor drizzled with glue and tacking.

Also gone are the lighting fixtures, fans and refrigerator from this 30-year-old concrete block ranch home with a pool.
“They took the fridge, that’s typical,” said Dana Carper, a buyer’s agent for National Realty.
It’s also typical of vacant foreclosed homes in Palm Bay and the neighborhood decay Congress hoped to prevent a year ago when it announced billions of dollars for cities and counties to buy and refurbish such property through the Neighborhood Stabilization Program.
